Draft minutes from Sept. 26, 2014 members meeting


1. Meeting was called to order at 6:30 p.m. at the East District
Initiative (City Hall East)

2. The first order of business was a report from RPD's First Precinct.
Lieutenant Dan Minton announced that he would be leaving his post as
Sector Lieutenant to take on the responsibility of the Focus Mission
Team for the Precinct.  Lieutenant Jeremy Sayles was introduced as our
new sector lieutenant.  He may be reached at

3. The next order of business was the election of officers.  The
following people were elected to office by acclamation:

President - Nikia Lemaire
Vice President - Marc Anderson
Communications Secretary - Mark Lemaire
Recording Secretary - Matt Conrad
Treasurer - Irvin Dallas

Directors at large - Julianne Codd, Nick Toce, Matt McCabe, and Kenneth Samuels

4. Following elections, a discussion ensued regarding the by-laws,
dues, and the results of the neighborhood survey.  The following
actions were taken:

A. Regarding membership and voting - The by-laws were amended by
unanimous vote of the membership in attendance to extend by right
membership and voting privileges to all residents and business owners
within the boundaries of Union Hill.  Persons wishing to participate
in UHCA business who do not own property or operate a business in
Union Hill must contribute dues or service of some kind.

B. Dues -  Dues will remain in place for all members as established in
the by-laws, but failure to pay dues will not prohibit Union Hill
residents from participating in UHCA business.  The current amounts
set forth in the by-laws stand; however, a committee consisting of
Matt Conrad, Nick Toce, Irvin Dallas, and Marc Anderson will meet and
report back to the membership with a recommendation of any future
amount. Several members noted that a discussion of dues should begin
with what amount of money is required to run the organization on an
annual basis and to work backward from there.

4. By unanimous vote of the membership in attendance the by-laws, as
amended (in concept), were re-adopted as the charter for UHCA.

5. Nancy Lampert reported on Union Hill properties currently before
the Commission of Architectural Review.

6. The meeting was adjourned at 7:45 p.m.

The next meeting of the Union Hill Civic Association will be October
22nd at 7 p.m. (Location TBA?)
